Have California’s energy standards done little to repair a broken HVAC industry? Rick Chitwood says enough is enough. He proposes seven key points for ending third-party verification and compliance inspections: 1) Down-rate HVAC performance by 50% when energy modeling. 2) In every new home, clearly post energy model results. 3) Make public energy modeling results, listing the stakeholders. 4) Assure quality through the CEC (California Energy Commission), holding stakeholders accountable. 5) Register actual, separated energy usage for individual homes annually and compare. 6) Maintain a public registry that qualifies builder’s energy claims and can exempt them from Title 24 requirements. 7) Mandate builders to the pay first three years of utility bills for occupied homes.
